Martha’s Vineyard Regional High School Career and Technical Education Program Admission Policy

 

Introduction

An admission policy is necessary for Career and Technical Programs where there are more applicants than openings. A process in necessary to determine which applicants may most benefit from such educational opportunities. All applicants to Career and Technical Education Programs for grades nine through twelve at Martha’s Vineyard Regional High School will be evaluated using the selection criteria contained in this admission policy. The Martha’s Vineyard Regional High School, School Committee approved this policy .

If there is a student with limited English proficiency, a qualified staff member from Martha’s Vineyard Regional High School will assist the applicant in completing the necessary forms and assist in interpreting during the entire application and admission process upon the request of the applicant.

Disabled students may voluntarily self identify for the purpose of requesting reasonable accommodations during the entire application and admission process.

Information on limited English Proficiency and/or disability submitted voluntarily by the applicant, for the purpose of receiving assistance and accommodations during the entire application and admission process, will not affect the applicant’s admission to the vocational education program.

Eligibility

Any eighth, ninth, tenth, or eleventh grade student who is at the Martha’s Vineyard Regional High School is eligible to apply for fall admission or admission during the school year subject to the availability of openings to the Career and Technical Education Programs at the Martha’s Vineyard Regional High School.

Resident students will be evaluated using the selection criteria contained in this Admission Policy. Priority for admission is given to Martha’s Vineyard Regional High School district residents. Students who are not residents of the Martha’s Vineyard Regional High School district are eligible to apply for fall admission or admission during the school year provided they expect to be promoted to the grade they seek to enter by their current school. Nonresident students will be evaluated using the selection criteria contained in this admission policy.

Transfer students from other Career and Technical Schools are eligible to apply for fall admission or admission during the school year to the Career and Technical Education Programs grades 9-12 at Martha’s Vineyard Regional High School provided they expect to be promoted to the grade they seek to enter by their current school. Transfer students will be evaluated using the selection criteria contained in this admission policy.

Organizational Structure

Martha’s Vineyard Regional High School is a public school located on the Island of Martha’s Vineyard, Oak Bluffs, Massachusetts. Martha’s Vineyard Regional High School is accredited by the NEASC. Martha’s Vineyard Regional High School is committed to providing quality Career and Technical Education Programs.

It is the responsibility of the Martha’s Vineyard Regional High School Career and Technical Education Director and Principal to supervise the administration of the policies and procedures required to admit and enroll applicants in conformity with this admission policy.

Martha’s Vineyard Regional High School has an and Admission Committee appointed by the principal. The committee consists of a member of the guidance, special needs, Career and Technical Education, and academic departments. Responsibilities of the admission committee include:

  1. Processing of applications
  2. Ranking of students
  3. Acceptance of students according to the procedure and criteria in the admission policy
  4. Establishment and maintenance of a waiting list of acceptable candidates
  5. Determination of standards for admissions
  6. Development and implementation of admission procedures

The Martha’s Vineyard Regional Career and Technical Education Director is responsible for disseminating information about Martha’s Vineyard Regional High School’s Career and Technical Education Programs through local school visits and press releases.

Martha’s Vineyard Regional High School does not participate in a school choice program.

Recruitment Process

Martha’s Vineyard Regional High School Career and Technical Education Director disseminates information about the program through a variety of methods.

    1. The published and yearly revised student course catalog.
    2. Individual class meetings are scheduled with parents and held in the performing arts center of the high school to answer questions about policy and go over school discipline, course selections and career and college planning. The meetings are open to all, but often are aimed at the parents of freshmen, sophomores, etc.
    3.       Individual visits from all of the sending schools, including the Charter School to the high school for ½ day mini-exploratory programs.
    4. Sending school guidance counselors visit with one or two students at a time to make clear the choices available to students who might have missed the school visits or enrolled in the elementary school later in the year.
    5. In addition, visits are given by the high school guidance department during the year for students interested in becoming new students to the high school and or their parents.
    6. Specific days scheduled for the selection of next “year’s classes” by eighth, ninth, tenth, or eleventh grade students.

 

Application Process

APPLICATION PROCESS FOR FALL ADMISSION TO THE NINTH, TENTH, ELEVENTH AND TWELFTH-GRADE PROGRAMS

  1. Students interested in applying for admission to the ninth, tenth, eleventh, or twelfth grade Career and Technical Education Programs for fall admission must:

Obtain an admission application from the guidance department as early in the school year as possible.

Return the completed application form to the Martha’s Vineyard Regional High School guidance department by the deadline set by the guidance department.

If incomplete applications are received the following procedures will be followed:
a.             The applicant’s parent(s)/guardian(s) will be notified by mail by the guidance department of Martha’s Vineyard Regional High School.

b.            If after notifying the parent(s)/guardian(s) the application remains incomplete for ten school days, the application will be voided.

APPLICATION PROCESS FOR ADMISSION TO THE NINTH, TENTH, ELEVENTH, AND TWELFTH-GRADE PROGRAMS FOR THE CURRENT SCHOOL YEAR.     

Students interested in applying for admission to the Career and Technical Education Programs at the Martha’s Vineyard Regional High School for the current school year must:

Obtain an application to the Martha’s Vineyard Regional High School Career and Technical Education Program from the guidance department. One application is all that is needed. It will cover admission to all the Career and Technical Educational Programs in the event that a student is interested in more than one program.

Return the completed application form to the Martha’s Vineyard Regional High School guidance department by the deadline set by the guidance department.

If incomplete applications are received the following procedures will be followed:
The applicant’s parent(s)/guardian(s) will be notified by mail by the guidance department of Martha’s Vineyard Regional High School.

If after notifying the parent(s)/guardian(s) the application remains incomplete for ten school days, the application will be voided.

LATE APPLICATIONS

Applications received after April 1st will be evaluated using the same criteria as other applications and their composite score will be integrated in rank order on the established waiting list.

TRANSFER STUDENTS

Applications from students who are enrolled in a state-approved (chapter 74) Career and Technical high school program in another school (transfer student) will be considered for admission (including admission during the school year) if they relocate from their current school and wish to pursue the same program of study and Martha’s Vineyard Regional High School. All transfer applicants must attend an informal meeting at Martha’s Vineyard Regional High School. If the applicant or parent(s)/guardian(s) cannot provide transportation, an official will go to the local school and meet with the applicant. Their applications will be evaluated according to the selection criteria contained in this admission policy.

WITHDRAWN STUDENTS

Students who withdraw from Martha’s Vineyard Regional High School Career and Technical Programs may reapply for admission to Martha’s Vineyard Regional High School’s program following the procedures contained in this admission policy and will be evaluated using the selection criteria contained in this admission policy.

 

  1. SELECTION CRITERIA

Students who complete an application for admission to Martha’s Vineyard Regional High School’s Career and Technical Education Programs participate in a half school year exploratory program designed to help them learn about their talents and interests relative to a variety of Career and Technical Education Programs. In addition, Career and Technical Education Program teachers evaluate students during the exploratory program. Students initially explore each shop. The students then list their top three choices at the end of this period from the five choices explored.

Students who enroll in Martha’s Vineyard Regional High School after grade nine may explore Career and Technical Education Programs that have openings; before making a program selection. Students are evaluated and graded by each shop teacher during the period of exploration. If the number of enrollees seeking a particular shop exceeds the number of openings, the evaluative grades from the scoring rubric received by the students rank ordered would determine the enrollee or enrollees who are placed in the particular shop.

Each shop teacher will evaluate all the students that pass through during the time in their shop. The students are evaluated and scored using the attached rubric.

SELECTION PROCESS

Students are admitted into the shop of their choice based on the point total they received in ALL shops for the time combined. For example, a student would be admitted with a score of 93 before a student with a score of 89. If a shop fills before a student gets his/her first choice, then the guidance counselor, based upon point total, moves the student to his/her second or third choice depending upon if the shop is filled. Again the student is admitted upon the overall point total. If a student’s point total in all shops combined is so low that they were not placed in their second or third shop choice because the shops were filled with students with higher point totals, the guidance counselor will meet with the student and present the student with a list of shops that are not filled and ask the student to resubmit them.

TRANSFER PROCESS

Students who wish to transfer from one shop to another may apply for transfer. Transfer requests will be considered subject to the availability of openings in the requested shops. Each transfer applicant will be interviewed and counseled individually to determine the appropriateness of the transfer for the particular student.

 

  1. REVIEW

The applicant’s parent/guardian, upon receipt of a letter from Martha’s Vineyard Regional High School indicating that the applicant was not accepted or placed on a waiting for a particular program list, may request a review of the decision by sending a letter requesting a review to the Career and Technical Education Director within thirty days of the receipt of the letter. The Director will respond in writing to the letter with the findings of the review within thirty days.
